In-place upgrade (see below), the ISO image may include a product key for the original OS. You should have already checked this. Just enter this key when prompted.
Upgrade Windows 10/8.1/8/8.1 Pro to Home and/or Pro via Windows 10 ISO (use the ISO in the Download Windows 8.1/10/8.1/10 Home/Pro ISO (Windows Server 2016/2018) section.

Note that Windows Home Server Enterprise includes a physical server hard drive and an operating system license key, not an OEM activation key.
Use the standalone installer or upgrade media to upgrade Windows Home Server to Windows Server 2016.

The reason is that the license checker was checking the activation key of Windows Server 2016 (and Windows Server 2012 R2, which is the same as Windows Server 2016).
You can either not use this feature or activate the OEM licence as usual.
On Windows Home Server 2014, there are two ways to activate:
activate HomeGroup (requires a product key of HomeGroup Client)
activate the trial version (requires a product key)

OEM Activation
OEM activators are available for HomeServer 8.x. You can download the activators from
HomeServer 2011 Activator is the new version for HomeServer.
HomeServer 2012 Activator is the new version for HomeServer.
Activate HomeServer 2010
There is no option for Windows Home Server 2010 to activate. The only option is to download the actual key and install it manually. There is no option for Windows Home Server 2011 and Home Server 2013 to activate.
